Key takeaways
- XRPL lending proposal gains support from 19 validators
- Confidential transfers receive backing from 22 validators
- New financial features remain below required activation threshold
The XRP Ledger is moving closer to introducing native lending and privacy-focused token transfers, but several major network upgrades still lack sufficient validator support to become operational.
As of October 15, the proposed LendingProtocol amendment had received support from 19 of 35 validators, while ConfidentialTransfer attracted 22 votes. Both remain below the 29 votes currently required to achieve the network's amendment supermajority.
According to the XRPL amendment dashboard, support has increased since late September, when LendingProtocol had 15 votes and ConfidentialTransfer had 14. However, neither proposal has secured the sustained approval necessary for activation.
XRP Ledger Lending Protocol Still Needs 10 More Validators
The proposed XLS-66 Lending Protocol would introduce native fixed-term lending functionality directly into the XRP Ledger.
Unlike decentralized lending systems relying primarily on external smart contracts, the proposed framework would use native ledger functionality to originate and manage loans funded through pooled assets.
The system depends on another amendment, SingleAssetVault, which would allow depositors to pool assets and receive tokenized vault shares representing their participation.

Source: XRPL Amendment Dashboard, October 15 snapshot. The figures may change as validators update their votes.
ConfidentialTransfer has attracted the strongest support, with 22 validators voting in favor. SingleAssetVault follows with 21 votes, while the two lending amendments remain at 19 each.
The latest figures represent progress from September, when Coinpaper reported that validator support remained below the necessary supermajority.
According to the official XLS-66 specification, the lending framework would support uncollateralized loans, with credit assessment and risk management handled outside the ledger.
That distinction matters because native lending would introduce new financial capabilities without eliminating borrower default risk.
ConfidentialTransfer Gains 22 Votes as XRPL Targets Institutional Privacy
The network's proposed privacy functionality has attracted stronger validator support than its lending amendments.
ConfidentialTransfer currently holds 22 votes, leaving seven additional approvals needed to reach the displayed threshold.
The proposal, formally described in XLS-96, would introduce confidential transfers for Multi-Purpose Tokens using encryption and zero-knowledge proofs.
These cryptographic tools would allow transaction amounts and token balances to remain confidential while preserving mechanisms for verifying transaction validity.
Importantly, the proposal does not make all XRP Ledger transactions private. Its initial scope concerns supported Multi-Purpose Tokens rather than ordinary XRP transfers.
The privacy upgrade could prove relevant to financial institutions exploring tokenized securities and other assets where commercially sensitive balances may require protection.
Coinpaper previously covered the XRPL 3.3.0 release, which introduced support for several proposed features but did not automatically activate them on the main network.
What Happens Next for XRP Ledger Upgrades?
Under XRPL's governance rules, an amendment must maintain more than 80% validator support for two consecutive weeks before activation.
That means reaching 29 votes would mark an important milestone, but would not immediately make the lending or privacy features operational.
The lending proposals also carry institutional implications. Nasdaq-listed Evernorth, which holds approximately 473 million XRP, has outlined plans to participate in XRP-based financial strategies as suitable infrastructure becomes available.
