SEC’s Friday Crypto Move Could Reshape XRP’s Regulatory Future as CLARITY Act Stalls 

Something significant could be unfolding at the U.S. Securities and Exchange Commission just as Congress struggles to move the CLARITY Act forward.

According to on-chain metrics provider XRP Update, the SEC is expected to consider a proposal on Friday, August 14, that would establish a tailored offering regime for certain investment contracts involving crypto assets. 

Why does this matter? Well, the meeting would not create new rules immediately, but advancing the proposal could mark a major step toward a regulatory framework designed specifically for the crypto market.

Market analyst Chad Steingraber sees the timing as especially important. He expects SEC and CFTC rulemaking aimed at accelerating crypto adoption to emerge in the coming weeks, potentially before the Senate returns in September. 

Steingraber has also highlighted President Donald Trump’s push for both agencies to use their existing authority to support broader crypto adoption. As a result, the timing could hardly be more interesting.

The CLARITY Act is heading toward a critical September test after negotiations between Senate Democrats and Republicans stalled. While lawmakers remain divided over comprehensive crypto legislation, federal regulators may have an opportunity to advance parts of the industry’s regulatory framework using authority they already possess.

Why the SEC proposal could matter

A tailored offering regime could provide certain crypto projects with a clearer route to raising capital without forcing every digital-asset offering into a regulatory framework designed for traditional securities.

That distinction is significant. For years, uncertainty over when a crypto transaction qualifies as an investment contract has complicated the regulatory landscape. A more targeted framework could give businesses greater clarity when structuring token offerings and developing crypto-related products.

Still, Friday’s meeting should not be confused with an immediate regulatory overhaul. The SEC would be considering whether to propose the new regime. Even if approved, the proposal would still face the regulatory process and public comment before final rules could take effect.

For XRP, this nuance matters because its regulatory status as a digital commodity could be cemented. 

Is there more than meets the eye? Well, as regulators move toward clearer rules while Congress remains deadlocked, agency rulemaking could increasingly shape the U.S. crypto landscape.

This could indirectly benefit XRP and the XRP Ledger. Greater regulatory certainty could encourage institutional participation, tokenization and the development of financial applications across the digital-asset sector.

With the CLARITY Act facing a pivotal September showdown, Friday’s SEC meeting could therefore be more than another regulatory event.
