Zcash Co-Founder Wants to Cut 8% Block Rewards as $125 Million Treasury Sparks Funding Dispute

Zcash co-founder Sean Bowe proposes redirecting 8% of block rewards as a $125 million grants treasury sparks debate over ZEC funding and future supply.

Zcash Co-Founder Wants to Cut 8% Block Rewards as $125 Million Treasury Sparks Funding Dispute

Key takeaways

  • Zcash co-founder proposes ending automatic community grants funding
  • Treasury holds approximately $125 million in estimated assets
  • Proposed change would redirect 8% into network reserves

Zcash co-founder Sean Bowe wants to stop sending 8% of newly created ZEC to the blockchain's community grants program, arguing that its existing treasury has grown too large to justify continued automatic funding.

In an October 27 draft proposal, Bowe suggested redirecting the allocation to the Network Sustainability Mechanism (NSM), which would hold the coins outside circulation for future distribution.

The proposal has sparked disagreement over how Zcash should finance development, particularly as its grants program controls assets Bowe values at more than $125 million.

Why Zcash's $125 Million Treasury Is Under Scrutiny

Zcash Community Grants (ZCG) was established in 2020 to support developers and projects building applications for the privacy-focused blockchain.

Its five-member committee approves grants using funds collected through a fixed share of newly created ZEC.

According to figures cited in Bowe's proposal, the program holds approximately 91,453 ZEC and $8.8 million in dollar-denominated assets, against $2.4 million in outstanding grant commitments.

At an illustrative ZEC price of $1,300, those holdings represent approximately $125.3 million after liabilities. The valuation fluctuates with ZEC's market price and is not entirely held in cash.

Bowe argues that the current funding mechanism can deliver approximately $68 million annually, compared with $1.53 million in first-quarter expenses reported by the Financial Privacy Foundation.

The debate comes after a volatile period for Zcash, whose September rally attracted renewed attention from institutional investors.

How the 8% Block Reward Proposal Would Work

Currently, Zcash allocates 80% of block subsidies to miners, 8% to community grants and 12% to a separate Coinholder-Controlled Fund.

Bowe proposes leaving miners' rewards and the 12% allocation unchanged while sending the grants program's 8% share into the NSM.

That would redirect approximately 144 ZEC daily, equivalent to 52,560 ZEC annually.

Unlike ordinary grants funding, those coins would not immediately enter circulation. Instead, the mechanism would reserve them for future block rewards, with distributions expected to begin in 2031.

The proposal would not increase Zcash's 21 million maximum supply or immediately raise miners' share.

That distinction matters as institutional mining activity expands. Cypherpunk Technologies recently established a major Zcash mining operation, acquiring infrastructure representing approximately 18% of the network's hashrate at announcement.

The new funding proposal also differs from the upcoming NU7 upgrade, which introduces separate changes to block production and network sustainability.

Bowe's draft has no assigned activation date and would require a future network upgrade.

Zcash Developers Disagree Over Future Funding

The proposal has already attracted criticism from developers who question whether redirecting funds into future mining rewards is the best use of Zcash's development resources.

Developer str4d raised concerns about weakening support for network development, while a separate proposal would go further by transferring the grants program's existing treasury into the sustainability mechanism.

Zcash Open Development Lab founder Josh Swihart has also argued for reconsidering the wider development fund rather than changing only one allocation.

The dispute comes as the Zcash ecosystem attracts more institutional attention through Grayscale's investment products.

However, stronger investor interest has not eliminated ZEC price volatility, and the proposed funding change does not guarantee a price increase.

Zcash's next network upgrade remains a separate near-term catalyst.
