Key takeaways
- Toto Finance seeks 22 million ADA for copper
- Copper needs approximately 49% appreciation to break even
- Proposal could consume half remaining treasury spending allowance
Cardano's community treasury faces an unusual investment decision: spend approximately $5 million buying physical copper, then hope the metal appreciates nearly 50% just to recover the original funding.
Toto Finance has requested 22 million ADA to establish the Cardano Strategic Copper Reserve, according to its official governance proposal.
The proposed investment would acquire physical copper, represent it through blockchain tokens and eventually return sale proceeds to Cardano's treasury. Voting remains open until November 15, and no withdrawal has been approved.
Why Cardano's Copper Investment Needs a 49% Rally
The central problem is how the proposed $5 million budget would be distributed.
Of the 22 million ADA requested, approximately 14.72 million ADA, or 66.9%, would purchase COMEX Grade 1 copper cathodes. The remaining funds would cover storage, insurance, audits, technology development, oversight and administration.
Under Toto's full-budget model, copper would be purchased at approximately $6.73 per pound and sold around $10.06.
That represents a required price increase of approximately 49.4% to recover the treasury's full expenditure, assuming ADA's dollar value remains unchanged.
A smaller actual expenditure could reduce the hurdle, while appreciation in ADA against the dollar could make recovering the original token amount more difficult.
Toto founder Monty Metzger told CoinDesk that a bullish scenario involving 30% annual copper appreciation could generate approximately 69% growth over two years.
However, that outcome is hypothetical, and copper prices could decline.
Toto Finance Would Retain Commercial Rights to the Tokenization Business
The proposal would store copper in an approved U.S. warehouse near New Orleans and represent each verified pound through a token called CuTT.
Toto plans to hold the metal for 18–24 months before gradually selling it, with net proceeds and unused funds returned within 36 months.
However, Toto would retain legal title to the copper, subject to proposed collateral protections, and keep commercial rights to its independently funded tokenization business.
The company could receive up to approximately 3.36 million ADA through project-management payments, an execution fee and permitted operating margins.
This raises an important governance question: Cardano would finance the physical reserve and bear commodity-price risk, while Toto could separately benefit from developing its tokenization platform.
The proposed model reflects the broader real-world asset tokenization trend, but unlike many tokenized investment products, it depends heavily on the appreciation of a physical commodity.
Cardano has already explored institutional investment initiatives and blockchain interoperability as potential ways to expand its financial ecosystem.
Copper Vote Could Consume Half of Cardano's Remaining Spending Capacity
The proposal also arrives during a period of tight treasury budgeting.
Cardano's existing withdrawal allowance permits up to 500 million ADA through approximately July 2027. Of that amount, 457.4 million ADA had reportedly been used by October 16.
Approving another 22 million ADA would consume approximately 51.6% of the remaining 42.6 million ADA allowance.
That makes the decision unusually consequential for other projects seeking community funding.
Cardano governance has previously rejected significant proposals, including the 2026 Cardano Summit budget, which failed despite receiving 65.21% support.
Founder Charles Hoskinson has also emphasized the importance of treasury-backed ecosystem development.
Meanwhile, institutional interest in tokenized financial assets continues expanding, although that does not guarantee demand for tokenized copper.
