Russian Parliament Greenlights Digital Currency Law With XRP Already Live on MOEX

Russia has approved a landmark crypto law launching a licensed market on September 1, while XRP already trades through MOEX's regulated infrastructure, giving it an early institutional edge.

Russia Passes Landmark Crypto Law as XRP Already Trades Through MOEX Infrastructure 

Russia has taken a decisive step toward regulating its digital asset market after Parliament approved the Digital Currency and Digital Rights Law, creating a comprehensive legal framework for licensed crypto businesses. 

Highlighted by Coin Bureau, the legislation is expected to take effect on September 1, 2026, pending presidential approval, marking one of Russia's most significant crypto reforms to date.

The law authorizes the Bank of Russia to license five categories of crypto service providers: exchanges, brokers, asset managers, custodians, and crypto exchangers. 

Existing firms can continue operating during a transition period through July 1, 2027, while exchanges must maintain at least 15 million rubles (about $190,000) in capital and join an approved self-regulatory organization.

While cryptocurrencies remain banned for domestic payments, the legislation explicitly permits their use in cross-border trade, reinforcing Russia's push toward blockchain-based settlement systems as it navigates sanctions and shifting global financial dynamics.

For XRP, the development is particularly notable because it already has a presence within Russia's regulated financial infrastructure. Unlike many digital assets that will only gain access once the licensing framework is fully implemented, XRP is already available through the Moscow Exchange's (MOEX) Digital Financial Assets (DFA) ecosystem.

XRP Holds Early Advantage as Russia Opens Licensed Crypto Market 

In recent times, MOEX has expanded its regulated tokenized investment offerings, allowing institutional investors to gain exposure to cryptocurrencies through compliant financial instruments rather than direct ownership. This means XRP has already secured a foothold in one of Russia's most important regulated financial markets.

As the country's licensed crypto market opens, institutions already operating within MOEX's DFA ecosystem could find it easier to increase exposure to XRP through familiar, regulated investment channels.

The legislation does not grant XRP special legal status or guarantee wider adoption. However, its existing integration into MOEX's regulated infrastructure gives it a head start over many digital assets still awaiting formal access to Russia's evolving crypto market.

The timing is also significant. As Russia reportedly sells portions of its gold reserves to ease mounting fiscal pressure from sanctions, it is simultaneously expanding regulated digital asset infrastructure and legalizing cryptocurrency use for international trade with XRP among those taking the driver’s seat. 

As a result, these moves signal a broader shift toward alternative payment networks and tokenized finance.
