Bryan Steil Acknowledges CLARITY Act Could Pass Next Week, Setting the Stage for XRP's Two-Phase Rally 

The long-awaited CLARITY Act could finally cross the finish line next week, according to U.S. Representative Bryan Steil, a development widely viewed as a potential watershed moment for U.S. crypto regulation, and one that could significantly impact XRP.

Market analyst Diana highlighted Steil's latest remarks, noting that the chairman of the House Financial Services Subcommittee on Digital Assets, Financial Technology, and Artificial Intelligence believes the Senate is now close to getting the legislation "across the line" after more than a year of delays.

Although the House passed the CLARITY Act nearly a year ago, the bill has remained in the Senate as lawmakers worked through ethics provisions and other final negotiations. Steil now says those discussions are nearing completion, raising expectations that the landmark legislation could receive final approval within days.

If enacted, the CLARITY Act would establish long-awaited regulatory guidelines for digital assets, replacing years of legal uncertainty with a clearer framework for innovation and enforcement. 

Steil argues that well-defined rules would help regulators crack down on bad actors while giving legitimate blockchain companies the confidence to build, invest, and expand in the United States.

CLARITY Act Could Ignite XRP's First Rally—But the Bigger Move May Come Later 

The prospect of regulatory clarity has renewed optimism across the crypto market, particularly among XRP investors. However, market analyst MRCΛULIMΛN believes any major XRP rally would likely unfold in two distinct phases rather than through a single explosive breakout.

The first phase, according to the analyst, would likely be fueled by retail investors. A Senate approval could dominate crypto headlines and social media, triggering a wave of FOMO-driven buying as traders rush to price in the significance of the legislation. Well, this surge in retail demand could produce a sharp short-term move in XRP.

The second phase, however, could prove far more significant. MRCΛULIMΛN notes that institutional adoption takes considerably longer than retail speculation. Banks, payment providers, and large financial institutions must complete regulatory reviews, compliance checks, technology integration, security testing, and operational assessments before deploying capital, processes that often take months or even years.

As regulatory clarity begins translating into real-world adoption, the analyst expects institutional participation, deeper liquidity, growing transaction volumes, and broader use of the XRP Ledger to become the primary drivers of a more sustainable uptrend.

If the CLARITY Act clears the Senate next week, it could mark more than just a legislative milestone.
